The purpose of this research is to determine the evaluation competencies of school principals within the scope of "teacher performance evaluation" in the light of the opinions of school principals and teachers. The study group consisted of 15 school principals and 15 teachers working in kindergartens, primary schools, secondary schools and secondary schools within the borders of Artuklu district of Mardin province in the 2016-2017 academic year. Semi-structured interview technique was used as the data collection method. "Teacher Performance Evaluation Process Principal Competence Semi-Structured Teacher Interview Form" and "Teacher Performance Evaluation Process Principal Competence Semi-structured School Principal Interview Form" consisting of 12 questions were prepared as data collection tools, and the data were collected through face-to-face interviews. The sample of the interview application, which constitutes the data collection process of the research, was created with 15 school principals and 15 teachers in pre-determined schools using the maximum diversity sampling method as purposeful sampling. The data were subjected to content analysis. Sentences were selected as the unit of analysis and presented in tables with frequencies. According to the findings obtained from qualitative data, it was determined that school principals and teachers viewed the teacher performance evaluation process positively, although there were problems arising from scoring after the evaluation. There are different opinions about the competence of school principals to manage the process, and it is possible to state that the process will be implemented more efficiently if in-service training is provided to school principals and the current practices are reviewed and regulated more comprehensively in terms of legislation and operation.
