Notes In this study, it is aimed to examine the primary and secondary education programs of Islamic Religion Course given in Baden Württemberg, Germany, in terms of values. Within the scope of the purpose, 10 analysis categories were created from these value names, based on the root values ​​of the Ministry of National Education. In the study, which was in accordance with the qualitative research method, the data obtained through document analysis were analyzed with the content analysis technique. In interpreting the findings, literature review and comparison with the curriculum of other courses given in Germany were used. As a result of the research, it was seen that root values ​​were included in the program achievements, and it was determined that the value understanding of primary and secondary education programs was based on being a self-controlled and responsible person. According to the findings obtained at the end of the study, the most important value among the 142 learning outcomes in the primary and secondary education programs is the self-control value, which is mentioned 13 times. These values ​​are followed by respect (11), responsibility (10), patriotism (7), justice (4), friendship (2), honesty (3), love (2) and helpfulness (1). These values ​​overlap to a certain extent with the root values ​​highlighted by the Ministry of National Education. However, it was determined that there was no gain regarding the value of patience. At the end of the study, it was determined that although some values ​​were not directly included in the Islamic Religion Lesson curriculum achievements, it had a content that pointed to these values, but the program was not at the proficiency level in terms of the root values ​​considered as the analysis category, and suggestions were made to develop the program in a structure that highlights values.
