Notes Ibn Khaldun argued that states, just like people, go through various life stages and are born, grow, develop and finally die. Ibn Khaldun argues that prosperity, comfort and tranquility are inherent in the established order and the state. Since people who have these prefer comfort, prosperity, luxury and peace; The aging and collapse of the state under the rule of dynasties that remain in power for a long time is inevitable. The idea that the government will eventually corrupt and lead the country to bad consequences is clearly expressed by Ibn Khaldun. This basic assumption played a very important role in the shaping of liberalism in the West and the development of modern political thought. In Turkish intellectual life, the Ottomans defended the idea of ​​regulating the power with laws and customs with the values ​​they took from both the ancient Turkish state tradition and Sharia. Ottoman advice writers such as Veysi, Gelibolulu Mustafa Ali and Hasan Kafi Akhisari, who openly included Ibn Khaldun's state theory in their works, linked the survival of the states to the condition of the government acting in accordance with ancient practices and laws. When we look at the last two centuries of Turkish political history, it can be stated that the "Sened-i İttifak", "Tanzimat", "Constitutional Monarchy" and finally "Republic" steps taken towards the constitutional order are a permanent answer to the problem of the corruption of the government, which has been expressed since Ibn Khaldun.
