Chagatai Turkish-Persian annotated dictionary prepared to explain various vocabulary elements in the works of Ali Şir Nevâyi during the Chagatai Turkish period. Although the original name of the dictionary was Lugat-ı Etrâkiyye ("Dictionary of the Turks"), it is better known as Fethali Kaçar Lugati. It was completed in Khorasan-Iran in 1861 and was written in the name of Nâsırüddin Shah, based on his interest in Nevâyî's works (Rahimi 2018a: 670). Fethali Kaçar, one of the Kaçar Turks, realized that Nâsırüddîn Şah wanted to read Nevâyî's works, but had difficulty reading because some of the elements in these works were not known, and explained the Chagatai Turkish elements in Nevâyî's works in Persian in an understandable way. This dictionary is the product of such thought and three years of effort. While creating his dictionary, Fethali Kaçar mainly based himself on the works of Nevâyî, organized his dictionary specifically on the words in these works, but also benefited from various dictionaries written before him, such as Senglâh Lugati, Bedâyiü'l-Luga, Hulâsâ-yı Abbâsî, and the works of other personalities such as Hüseyin Baykara, Lutfî, Babür Şah, Ubeyd Han. The work is written in Turkish-Persian. There are approximately 8230 items in the Arabic-Persian section and approximately 340 items in the Arabic-Persian section. However, when synonyms are taken into consideration and they are separated, the total number of vocabulary elements contained in the work approaches 9 thousand. Some words of Mongolian origin are also witnessed in the Turkish part of the dictionary. The items are written in red ink to ensure distinction. In the work, one witness was usually given for each article, but there were also cases where more than one witness was given for some articles. In addition, the work also includes various poetry examples. The dictionary is organized in parts according to the Arab lexicographer tradition and although it has differences according to the copies, it basically consists of four parts: 1. Introduction, 2. Turkish-Persian Dictionary, 3. Explanation of Twelve Issues Not Understood in Senglâh, 4. Arabic-Persian Dictionary. The Introduction part of the work contains important information about language history, religious history and other issues. In this section, brief information about Ali Şir Nevâyî and his works is included, as well as various issues related to Chagatai Turkish, comparisons are made and the method followed in the dictionary is explained. In this section, Fethali Kaçar also provides information about himself. He also mentions the reason for writing the work and the story of its writing, and gives details about why the work was completed late. In addition to distinguishing the closed vowel e, the work also distinguishes the vowels o/u, ö/ü and the consonants b/p, c/ç, g/k (Argunşah 2021: 359, 361). This aspect is important in that it shows real sound values. The headings of the articles that make up the dictionary are listed according to the order of the first and second letters. In other words, according to Arabic letters, only the first two letters of the words were included in the ranking, and the third and subsequent letters were not included. Therefore, a complete alphabetical order cannot be mentioned. There are seven copies in total, five of which are in Iran and two are in private libraries. Four of the copies in Iran are in Tehran and one is in the city of Qom. In addition to these, there are two more copies found by the Hungarian Turkologist Jozsef Thury in Istanbul and by Romaskevich in Iran. The oldest of the copies is the copy of the Tehran University Faculty of Theology Library, which was copied in 1862, one year after the work was written. One of the copies in Iran (Tehran University copy) does not include the introduction part, and the other does not include the Arabic-Persian dictionary section (Kum, Merkez-i İhyâ-yı Mirâs-ı İslâmî Copy). Some of the copies are called Lugat-ı Etrâkiyye, and some are called Mekâlîd-i Türkiyye, Behcetü'l-Lugato. Some of the copies also contain different names such as clan names and place names. The first person to mention the work and make the first studies on it is Thury (1903, 1906). Later, researchers such as Romaskeviç (1934), Canbayev (1999), Benedek (2007) also evaluated the work. The most comprehensive publication and scientific publication of the work was first prepared by Rahimi as a doctoral thesis (2016), and then this thesis was published as a book under the name Fethali Kaçar's Çağatay Türkçesi Sözlüğü (2018b).
