Müteferrika was born in Kolozsvár, Transylvania sometime between 1672 and 1675, and converted to Islām after moving to Constantinople as a young man. A man of many talents, Müteferrika was a cartographer, editor, translator, printer, typefounder, and scholar; he held many different administrative positions at court, and also served as a diplomat for the Ottoman empire abroad.

An important and celebrated two-volume Arabic-Turkish dictionary by Ismāʻīl ibn Ḥammād Jawharī, translated into Turkish by Vankulu Mehmet Efendi, also known as Vānkuli. As W.J. Watson explains, "the original was the model followed by later lexicographers in arranging entries under the last radical of the root with secondary arrangement according to the first radical. In content it was intended to include only the most authentic of information, following ... the principle of tracing transmission through a chain of authorities back to a reliable original source;" see Watson, page 438. The first volume opens with an introduction by the editor, followed by the full texts of the Imperial decree authorizing the establishment of the press, the "fetwa" or official statement of the Sheikh ul-Islam declaring printing legal, certificates of approval from the two chief judges of the Empire and other dignitaries, finally, a treatise on the usefulness of printing
