Notes Musa Carullah is a religion and thought Pioneer who lived the period that coincide with the late Ottoman Empire which is observed that the Islamic World is social, political, economic and military crisis. Carullah, who all his life dedicated to science, maintained sensitivity to social and political problems and is closely interested in education. He is also interested in staying behind that experience in the Islamic World, with knowledge and experience which are taken from his journey and investigations, tried to develop solutions for rescuing from the staying behind and western hegemony. In this context, he suggested an educational reform. To evaluate Musa Carullah as a religion and thought Pioneer might be correct. Because Carullah probably desired to produce solutions only to Kazan Turks, but also all Otoman Empire. In the same way, Musa Carullah studied for interreligious dialogue and said that to understand Quran must be understood other holy books. Another approach in Carullah’s thought is his emphasizing common points in the studies of interreligious dialogue
