The concept of civility, which means "publicness in peace", has also produced new contents in different historical and cultural contexts. There is an essential relationship between civilization, civilization and the concept of city. Civilization, courtesy and good manners are associated with cities both in Islamic sources and in the West. One of the most fundamental features of the pre-industrial cities of the West is the distinction between the elite and the masses. In such a structure, manners associated with "civilized behavior" are under the hegemony of the elite. Etiquette, which spread throughout society through the relationship of bourgeois intellectuals with the palace, gradually took on a national form. Modern cities were the places where these new social relations, which spread to the grassroots after the bourgeoisie became the dominant class, crystallized. Islamic cities took the Medina experience as a model in terms of urban planning and management approach. Islamic cities are positioned as the center of elements such as brotherhood, solidarity, altruism, justice and morality, which form the basis of Islamic morality. The civilization approach, which points to Western civilization as the "last stop" with a progressive approach, is not applicable to Islamic culture. The most mature form of the civility approach preached by Islam was observed in Islamic cities.
