Notes This research is a descriptive and evaluative study of the teaching of Arabic Rhetoric at the STPM level in the NationalReligiousSecondary Schools (SMKA). The aims of this study are toevaluatethe teaching of Arabic Rhetoric at the STPM level in the schoolsand to identify problems encountered in theimplementationof theprogramTo achieve these aims, threeinstrumentswere used: document analysis, classroom observation and questionnaires. The analyzed documents were the STPM Arabic Language Syllabus 1999, the text book "al-Murshid fi Ilm al-Balaghah" and the STPM Balaghah question papers for years 2000 and 2001. The sample for classroom observation consisted of 1l teachers and 228 students fro 10National Religious Secondary Schools in 5 states.Whereas, the sample for questionnaires involved 22 teachers and 260 students from 20 National Religious Secondary Schools in 10 states. The findings of this study indicate that the teaching of Arabic Rhetoric at the STPMlevel in the National Religious Secondary Schools is notcompatiblewith theories of teaching Arabic Rhetoric and the implementation of theprogramdoes not lead to the achievement of the goals and objectives stated in the syllabus. Thisstudyalso found that the teaching of Arabic Rhetoric at the STPM level in the National Religious Secondary Schools hasfaced various problems encompass aspects related to aims andobjectives, syllabus content, teaching materials, teaching methodology and assessment. The findings of this study suggest that there is a need to carry out a comprehensivestudyin developing appropriate syllabus for Arabic Rhetoric inordertoimprovethe success of teaching Arabic Rhetoric at theSTPM level in particular and at other levels in general.
