In this article, the elements inside and outside the text that language and procedural scholars think should be followed in understanding the Quran are discussed on the axis of context theory, which is a subject of modern language and semantics. In this context, the parameters, which are usually described in a scattered manner in procedural works, are presented with a new perspective and as a whole. In order to understand the Quran correctly, it is first necessary to determine the dictionary equivalents of the words, which are the building blocks of the verse, and the rules in which they are arranged. Secondly, each verse should be read as a part of the text to which it belongs and the message to be conveyed should be evaluated within this framework. Thirdly, the direct addressee of the Quran is the Prophet Muhammad, who is responsible for explaining and representing it. Interpretation and interpretation activities should be carried out in accordance with the verbal or actual statement of the Prophet. In addition, social factors related to the environment of revelation, such as the understanding of the companions and the customs of the early Arab society, which are effective in determining the meaning, should be taken into account.
