Research objectives: This research seeks to contribute to rationalizing the chronic debate about the process of secularization to which Arab and Islamic societies have been subjected systematically and steadily. It also seeks to contribute to answering the central question raised by the title of the paper, which is: Was the process of secularization a strategic choice that expresses a state of agreement between the state and society, or a top-down decision imposed on these societies under penalty of coercion? Study approach: This research does not discuss the issue of secularism as a concept and ideology, but rather deals with secularization as a political phenomenon in that it is a related procedural process. The relationship of the state with society. Given that this phenomenon occurred in Arab societies, and was linked to the colonial movement, this paper combines the historical and sociological approach to understand the process of secularization within its historical and social contexts, by highlighting the facts, practices, and reasons that accompanied the transition of Arab society towards secularization. Results: This paper showed that the phenomenon of secularization is recent and incidental to Arab societies. Its emergence was linked to the international coercions that the Arab region witnessed during the period of occupation, and it continued under the influence of the relationship of dependency that dominated The relationship of the peripheral states with the European Center during the stage of independence. Originality of the research: In contrast to many critical theoretical studies directed at secularism as a concept, this paper focuses on the importance of the sociological approach to understanding the manifestations of secular influences in the living reality and the performance of individuals, groups, and official institutions in light of the supremacy of foreign laws and their dominance over society’s culture and reference values.
