The study dealt with the political developments that took place in the European arena, leading to Russia’s rapprochement with the Ottoman empire and forgetting the differences of the recent past to confront the French threat through joint maritime campaigns in the Mediterranean against the French presence there. the two countries agreed to establish the republic of the seven islands at sea the Mediterranean, established under the rule of the ottoman empire and the protection of tsarist Russia, is an anachronism. a republic was established in the Mediterranean by the two kingdoms (Russia and the ottoman empire) to confront the French republic. تناول البحث التطورات السياسية التي طرأت على الساحة الأوربية، مما أدى إلى تقارب روسيا مع الدولة العثمانية وتناسي خلافات الماضي القريب لمواجهة الخطر الفرنسي عن طريق الحملات البحرية المشتركة في البحر المتوسط ضد التواجد الفرنسي هناك، والذي انتهى باتفاق الدولتين على تأسيس جمهورية الجزر السبع في البحر المتوسط التي تم وضعها تحت سيادة الدولة العثمانية وحماية روسيا القيصرية، وتلك تعد مفارقة تاريخية، إذ تم تأسيس جمهورية في البحر المتوسط من قبل المملكتان (روسيا والدولة العثمانية) لمواجهة الجمهورية الفرنسية.
