The document is decree no. 32121, issued by the "Vizārat-i Dakhilah" and addressed to "Raʼīs al-Vuzarā va Farmāndah-i Kull-i Quvā", asking to communicate and negotiate with the leaders of the "Nihz̤at-i Millī" movement.
