Praise be to God, that is enough, and peace be upon His servants whom He has chosen. As for what follows: This study discussed one of the most important issues related to the Holy Qur’an, which is the issue of permission to read on seven letters, which the imams of reading and others considered to be a matter of permissions. However, today’s readers read letters that were transmitted by the Companions without regard to the excuse that necessitates the permissibility of the permission. The study dealt with the meaning of license and determination in language and terminology in preparation for the study to define the difference between them. The study investigated the imams’ consideration of reciting on seven harfs as a matter of licence, the origin of this belief, and the discussion on it based on the evidence of inference to the correct statement and its baptism. The study recalled the ruling on reciting seven letters, and discussed the disagreement of the imams regarding the validity of this expansion or not. The study resulted in the following: - The hadith permitting reading in seven harfs abrogates the prohibition of reading the Qur’an in anything other than its revealed harf, and is not a license from the forbidden evidence for those with excuses. - Reciting seven letters under the heading of invitations that are permissible without any excuse or hardship. - The command to recite seven letters is permissible and expansive, and the community to recite whatever letters were influenced by the Companions to make a choice. - Othman, may God be pleased with him, restricting the nation to reciting with one letter does not indicate the cancellation of the permission to recite with seven letters, and this is not considered one of the best interests of the people, due to the evidence in the ruling on reciting with seven letters, which is not canceled by the consensus of the nation, and then that intention contradicted the purpose for which reading with letters was legislated, as it was out of consideration for the condition of the nation and removing embarrassment from it.
