Notes
The relationship between public revenues necessary for the maintenance of state and common needs emerging has been a continuously disputed issue from past to present. What has always been important in this term is that the taxes people pay should be appropriately used in a way to meet the needs of people. Especially recently, this issue has become an issue which various states highly emphasize. In order to ensure this, states have understood the importance of planning within the scope of participation, transparency, accountability, thereby attaching importance to planning while allocating the resources according to the needs. Within this context, this study aims to evaluate the studies on strategic planning, medium term fiscal plan and multi year budgeting which have, especially recently, become important in Turkey in terms of effective use of public resources with a historical perspective. Some suggestions have been made so as to help the studies be carried out in a more proper way.
