Notes In today's world, mass media have an irreplaceable and increasing role in human social life, the orientation of mass media is also affected by the normative system that governs it in different dimensions. The normative theories existing in the literature of communication sciences are influenced by liberal and socialist foundations and have components to realize the goals of those two systems of thought that are not accepted in Islamic society. Therefore, in this research, inspired by the "theme analysis method", the verses of the Holy Qur'an, as the main source of norms in the Islamic society, were investigated in order to obtain the components of the normative theory of mass media. The methodical examination of the verses led us to 66 basic themes and 13 organized themes and finally four overarching themes. The main components of the normative theory of mass media from the perspective of the Holy Qur'an are: "authenticity-oriented", "cultural orientation", "socialism" and "ethical orientation" which define the general orientation and standards of mass media and are presented as a Quranic theory in contrast to the common normative theories. Obviously, guiding and basic themes, as more operational components, provide a more detailed description of tasks for the media.
