The current research was conducted with the aim of identifying the basic elements of the effective mosque management model. The method of conceptual model design in this research is individual practical conceptualization, and information has been collected from various scientific and religious sources. The current research is fundamental in terms of research orientation; Research philosophy, positivist; Inductive research approaches; Research strategy, survey (Delphi); The objectives of the research are exploratory and cross-sectional in terms of time horizon. By designing a questionnaire and forming a Delphi panel of theoretical and operational experts, three stages of Delphi research have been carried out. Eleven dimensions in this model were identified in five domains of input, process, output, output consequence and environmental elements. The input dimensions are: the competencies of the imam of the mosque, the competencies of the activists (agents), the competencies of the congregation (the members) and resources (financial, material and information resources). The process domain, action dimension and output domain include the variety and quality of programs and services. Maximum absorption and transformation and excellence form the field of output consequence. Environmental elements also include environmental organizations and local context. The review and analysis of the Delphi research results also show that, according to research experts, among the different dimensions of the model, the competencies of the imam of the mosque have the greatest impact on the effectiveness of the mosque. In addition, contrary to the general idea, the quality of mosque programs is more important in the performance indicators of the mosque compared to the variety of programs and services.
