It is dated 23 July 1908, as a result of the national movements in the Turkish homeland to defeat the tyranny of the reign of Sultan Hamid. While the formation of a new cabinet in Istanbul was being considered, Recep Pasha, who was a commander and governor in Tripoli and was sent there because he was a lover of freedom, was preferred. Recep Pasha was honored by the Turkish nation in Istanbul with such sincere enthusiasm that the heart of this great man who loved his nation so much stopped and he died.
