The magazine, which was published between 1 Dhul-Hijjah 1296 - 1 Rabi al-Awwal 1297 (16 November 1879 - 12 February 1880), was published in a total of seven issues, on the first and fifteenth of each month. According to the instructions in the first issue, half of the magazine will be devoted to new inventions in science, art and industry, and the other half will be devoted to literature and philosophy, as seen in the examples in Europe. However, first, the definition, division and subjects of science and science according to their types will be determined, and the level of these among ancient and contemporary nations, Muslims and Turks will be emphasized. Later, the situation of foundation institutions such as schools, madrasahs and libraries, scientific societies, educational councils and printed or manuscript books in the Ottoman country will be presented together with their counterparts in Europe. Again, the situation of art, industry, agriculture and commerce, the schools opened, companies and societies established related to these and their counterparts in Europe will be discussed. Various articles will be published and reports will be prepared to encourage the development of art, industry, agriculture and commerce. Articles in newspapers and magazines on both these subjects and literature will be quoted, and some treatises that have not yet been published or that need to be published for the second time, and some books and treatises that will be copyrighted and translated by the Scientific Society will also be included in the magazine. Another issue is that the names of the authors will not be mentioned in the articles published in the magazine unless they request it.
