Notes Ulûm-ı İktisadiye ve İçtimaiye Mecmuası started its publication life on 28 December 1908 and 6 volumes and 27 issues were published until 14 March 1911. The journal took its place as the first scientific journal in the field of social sciences in the modern Turkish publishing history. According to the information on the cover, the magazine is published on the fifteenth day of every month. Its founders are Ahmed Şuayb, Rıza Tevfik and Mehmed Cavid, and it is stated on the cover that this last name is the director and privilege owner of the magazine. It is the first magazine to include comprehensive analyzes of the idea of ​​liberalism in the Ottoman Empire and it carries periodic clues about the Ottoman intellectuals' view of liberalism. The magazine is one of the magazines that appeal to the intellectual segment, and apart from its liberal aspect, it is positivist and western-oriented. The emergence, aims and programs of the magazine can be understood from the manifesto in the first issue. The manifesto article titled "Preface and Programme" bears periodic traces and continues with criticisms about the education system and economic problems.
