The memorandum is a covering letter, distributing copies to the Residency in English, Hindustani and Malayalam, of Act no.21 of 1858, ‘for the regulation of Native Passenger Ships and Steam Vessels intended to convey Passengers on coasting voyages’, between India, and the Red Sea and Persian Gulf.
