John Selden's closed sea, or, On the dominion of the sea, book two: first, it is shown that the sea, by the law of nature, or of nations, is not common to all men, but is capable of private dominion, or property, as well as the earth: secondly, the Most Serene King of Great Britain is asserted to be the master of the seas that surround the sea, as an individual and perpetual appendage of the British empire.
