In the name of God, the Most Gracious, the Most Merciful. Praise be to God. A question to the wise scholars who differentiate between the shepherds of belief and the wise ones regarding an issue that concerns the guarded country of Yemen, which is that if we present a prince, the majority of his receipts from his subjects were nothing but zakat until he received anything else, and if so, then it is as if it were zakat.
