As for my Diplomatic Tevkiim, know that Gavasnuk (غواسنوق), the Russian chargé d'affaires, sent me a request and stated that, in accordance with the rights granted by the Treaty of Kaynarca, to open a consulate for Russia in the Ottoman lands, as granted to France and England, who were considered friends, in order to resolve trade issues where it deemed necessary, and to act as a deputy consul for the Russian merchants coming and going in Bucharest and Wallachia. He demanded the right to possess it and conveyed this request by sending Russian princes(..). You, the voivode, do not interfere with the work of the deputy consul who will come to you with the aforementioned demands. Trust my sign. Evail-i holy month of Ramadan, year 1206
