Among these is the saying of God Almighty and others of them, “I am in the lower case” in conjunction with his saying (He is the one who was sent among the illiterate) or in the accusative case in conjunction with the pronoun in “he taught them”… ...And the hadith of Anas is predicated on the end of it, and in the sentence it contains an indication that the Qur’an is better and is worthy of its rank, may God bless him and grant him peace, to ascend from the lowest to the highest, not to descend from the highest to the lowest, and God knows best what is correct, and to Him is the correct and correct reference.
