His saying: And God Almighty says, “Indeed, We have revealed to you just as We revealed to Noah.” Noah, peace be upon him, is singled out for mention in the noble verse because he was the first legislator of his saying, “Actions are based on intentions.” ... His saying, “His mercy prevailed over His anger,” is an indication of the breadth of mercy and its inclusion of creation, just as it is said, “He prevailed over so-and-so’s generosity, that is, the most generous of his qualities.” Otherwise, his mercy and his anger are two returning attributes...
