The Messenger of God, may God bless him and grant him peace, said, “Whoever God intends good for, He will give him understanding of the religion.” As for his saying, “Whoever God desires good for, this is his condition and answer, and they are jussive, and the two verbs are combined with that. ... Conclusion of the manuscript: Disputes do not lead to conflict, and there must be... a judiciary, characteristics, governments, and wounds arising from these governments... and the arrangement of witnesses, heads of crimes, and retribution.
