Fundamental rights and freedoms are human values adopted by all societies. These values, whose development process is almost as long as human history, have only been able to reach a certain level and enter into individual and social life in the last few centuries. Human rights and freedoms have been brought to the agenda and tried to be secured in the Western World with some declarations and agreements published on various dates since the 18th century. In Islam, human rights and freedoms were comprehensively discussed and guaranteed as an important part of Islamic law approximately fifteen centuries ago. Human rights are an issue that no one can remain indifferent to, regardless of culture, understanding and belief. As a matter of fact, it can be seen that even oppressive regimes, as well as individuals, can no longer remain indifferent to the concept of human rights. It is an extremely important issue to examine the concept of human rights within the framework of the principles set forth by the Quran. In this article, the meanings of some verses of the Quran regarding fundamental rights and freedoms will be discussed objectively with a descriptive approach, and Islam's understanding of fundamental rights and freedoms will be analyzed. This study aims to determine the principle basis of fundamental rights and freedoms such as the right to life, property, belief, freedom of thought and expression, and privacy of private life in terms of Islam. Fundamental rights and freedoms are human values, adopted by all societies. In a way that no one can remain indifferent, regardless of human rights, culture, understanding and belief. Indeed, it seems that even repressive regimes can no longer remain indifferent to the concept of human rights. It is an extremely important issue to examine the concept of human rights within the framework of the principles set forth by the Qur'an. In this article, the meanings in some verses of the Qur'an regarding fundamental rights and freedoms will be discussed objectively with a descriptive approach, and the understanding of Islam regarding fundamental rights and freedoms will be analyzed. With this study, it is aimed to determine the principle bases of fundamental rights and freedoms such as life, property, right of belief, freedom of thought and expression, privacy of private life in terms of Islam.
