In the modern sense, the history of the individual and the history of democracy largely overlap. Because democracy can emerge in a social structure where the individual is embodied in social life. Maybe democracy does not have to be everywhere where there is an individual, but where there is democracy, the individual is necessary. Of course, the individual alone does not have any meaning against the political power. In order for the individual to become an actor that influences and transforms the decisions of the political power and adds a civil element to the state, it requires organization in the field of civil society. In this sense, democracy is the regime of societies where civil society is strong. It needs to be evaluated in Turkey. Throughout the history of the Republic, the state's action as an oppressive element against society allowed neither the development of the market economy nor the free self-realization of the individual. In addition, the solidarity and "communal" structure of our current social structure did not allow the emergence of an active individual who prioritizes his own interests and strives for self-realization in the western sense. When the individual remained weak, the civil society area also remained weak. The lack of development of civil society also made the state strong against society. For this reason, society could not democratize the state.
