Even though there are different perceptions and interpretations at the point of application, the concept of justice has formed the main basis on which every religion and thought system has been based from the beginning to the present day, or this claim has become the basic indispensable part of almost all of them. Justice is a must, from the individuals who make up the society to international relations. The basis on which all relationships gain legal and moral legitimacy is undoubtedly justice. It is clear that if justice is not observed on an individual and social scale, there will be chaos in the social and legal order of the country. When individuals' trust in justice is damaged, instead of collective justice, personal revenge and vengeance come to the fore, which will obviously deeply damage social peace. It is necessary for crimes that disrupt individual and social order and are considered to be an element of corruption to be subject to certain sanctions for the protection and continuity of private and general interests. Penalties shaped and implemented under the influence of political, social and various thought movements throughout history have been questioned in terms of justice and fairness. The nature of the punishments, which cause various restrictions and deprivations for the perpetrators and victims, plays a big role in this.
