Notes The Abbasid movement, which emerged in opposition to the Umayyad administration, was successful in the II/VIII century. In the mid-century, many people belonging to the Umayyad dynasty were pursued and eliminated by the Abbasids. Abdurrahman b., who managed to escape from this prosecution. The Umayyad administration, which disappeared in the East when Muawiyah moved to the Iberian Peninsula and established his rule there, was revived in Andalusia. Although this event was the beginning of a new era for Andalusia in political terms, the established institutions of the Islamic world regarding state and city administration continued to be implemented in Andalusia almost without any change. In this study, the issue of how the city administration was carried out in Andalusia will be discussed in the context of the example of İşbiliye and its relationship with the political history of the Andalusian Umayyad State.
