Dubai, the rising star of the Middle East with its striking development moves in recent years, is the most successful example of the concept of globalization in the region. In this article, the interesting development of this small settlement, located in an arid desert geography where Bedouin culture prevails, will be examined, which enabled it to become the trade and tourism center of the Middle East. In addition, in the case of Dubai, it will be examined to what extent the explanations of Ibn Khaldun's transformation from a primitive situation, badawa, (rural society) in social life, to a civilized society, that is, hazara, coincide with the solidarity he calls asabiyyah, which can be seen as a kind of social contract. While analyzing the sociological, historical and economic factors in Dubai's success, Ibn Khaldun's concepts of umran and asabiyyah will also be emphasized.
