Notes	The Ottoman Empire showed its inability to follow the developments in Europe and keep up with the changing world order in the 17th century. It started to be felt in the century. Following the glorious years of the Ottoman Empire, solution prescriptions were presented from various circles regarding the disintegration in the state order, the situation of the people and their reasons. The first known of these is the Koçi Bey Treatises, which were presented to two different and successive sultans. XVII. Koçi Bey, who predicted that the historical course was changing in the 19th century and with this prediction prepared a treatise/report with scientific-political-military-social content that had never been seen before in the Ottoman Empire, wrote his treatises in IV. He presented it to Murat and his brother İbrahim I. Although many studies have been conducted on the historical value and importance of Koçi Bey's treatises, in this article, we tried to address the differences between Koçi Bey's treatises in a versatile way. The treatises presented to the sultans with two different characters; We aimed to reveal their differences in terms of style, content and purpose. When we compared the two treatises with the text critical method, we witnessed the existence of two very different treatise styles and contents. Mr. Koçi, as required by the time and his interlocutor; He made us witness a period through his treatises, whose differences are clearly visible in terms of the needs of the state and the well-being of the nation. Our study aims to make this testimony obvious by comparing two treatises.
