With the Quran, which began to be revealed in an environment where human and natural values were eroded, the audience was introduced to a language and style that expressed a new concept of being, man and society. In this article, it is focused on determining the meanings of "taqwa", "muttaqīn" and their different derivatives, which are mentioned extensively in the Quran, whether there is a meaning of "fear" among the meanings of taqwa, and especially whether the concepts of taqwa and muttakīn cover all Muslim individuals. In addition, it has been examined whether the values of piety have a social aspect as well as individuality, and whether values such as justice, benevolence, honesty, adhering to covenants, avoiding ugly words and behaviors that are not approved by reason and conscience, which are the basic values of social life, are included in the scope of piety. While carrying out all these analyses, the meanings of piety and its derivatives were examined in ignorance poetry and classical dictionaries due to their importance in understanding the subject correctly. In our study, we have benefited from the commentaries written in the classical and modern ages, as well as the scientific studies carried out on the subject today. It has been concluded that the word taqwa and its derivatives cover all the values of the Quran, not some of the values contained in the Quran.
