One of the basic ideas of the article is the prediction that the ulema, who distinguished themselves from their counterparts in other cultures with their uniquely free and open-to-change structure, played a major role in the success of the Ottoman Empire. This ulema (ilmiye organization) carries out educational activities in madrasahs, which are higher education institutions of the state; He was at a level that could lead society with his scientific knowledge, efforts to make sense of life, and universal perspectives. The main problem addressed in the article is to reveal whether the rapid decline in prestige of the ulema in the 18th and 19th centuries was manipulated. Another issue that the article cares about is the intellectuals who positioned themselves against the ulama, mostly under the influence of Western culture, after the proclamation of the 1839 Tanzimat Edict. These intellectuals soon began to take the place of the ulama in the Ottoman Empire and became a kind of representatives of Western culture. The fact that these new reformists aimed at Westernization while preserving Islam in the Islamic world created a new dilemma. The aim of the article is to examine this emerging paradox on its historical basis and to reveal what impact and perception it has on society. "Historical research method" was used in the research. With this method, the period that constitutes the subject of the research has been examined critically and an effort has been made to analyze it correctly.
