Notes	This article examines the transformation of international migration into a security issue in the European Neighborhood Policy within the framework of the Copenhagen School's Securitization Theory. By examining the discourse in the Communication Documents written by the European Commission between 2003 and 2015 (together with the High Representative of the EU for Foreign Affairs and Security Policy in 2011 and later), the construction processes of international migration within the AKP are evaluated on the axis of security. The focal points of the study are how expressions such as illegal and irregular migration/immigrant and refugee crisis, which were preferred at different times in the AKP discourse, were formed and how they were turned into a security problem. Based on the assumption that the securitization discourse is consciously used to facilitate the transfer of issues related to migration policies from the traditional policy field to emergency policy, where they can be handled outside of ordinary policy-making procedures, this study defends the claim that the extraordinary policy measures that the European Union can take against international migration are legitimized through these expressions.
