Notes The policy of the European Union (EU) towards its southern neighbors is handled within the scope of the "European Neighborhood Policy", which envisages differentiated policies, technical and financial assistance according to the needs of the countries within its scope. The "European Neighborhood Policy", which was revised in 2011 and later in 2015 with the developments of the "Arab Spring", continues to gain increasing importance due to immigration and terrorism. In a period when the EU's policy towards its southern neighbors causes "security"-oriented discussions due to "threats" such as migration and terrorism, the EU's approach towards civil society, which has a priority in its relations with third countries and experiences various restrictions under authoritarian governments in the region, gains importance. In this study, the effects of the securitization of migration in the EU's policy towards its southern neighbors on non-governmental organizations in the region, the activities carried out and the results of these activities will be examined.
