Notes	Since Greece was a country sending immigrants until the 1990s, it was far from establishing an immigration policy. Greece, which became a member of the European Community in 1981, experienced economic development after this date, and with the collapse of communist regimes, it became a country that rapidly received immigration. In particular, with the immigration from Albania in the 1990s, it had to make a comprehensive regulation in its immigration policy. It faced a new wave of migration as a reflection of the civil war in Syria between 2015 and 1016. The Ministry of Migration Policies was established in 2016 in the country, which has become the first stop of immigrants on their way to Europe. Due to its geographical location, Greece has become one of the countries most affected by migration movements. The aim of this study is to analyze whether Greece evaluates the immigration issue in the context of human rights / value or cost / burden. By analyzing the emphasis on the EU in official discourses, it will be resolved whether Greece emphasizes European values and norms or burden sharing in its references to the EU on the migration issue.
