Notes	The report (report) that is the subject of this study, written by Mehmet Ali Efendi, the Commander-in-Chief (Captain) of the Anatolian Army, who served in the Anatolian Army at the end of the 19th century, is an important archive document in terms of both the situation of the Nestorians in Hakkari and its surroundings and the history of the region. In the same period, similar plans were written for other ethno-religious elements of the region. The number of these projects, which emerged as a manifestation of re-recognizing and redefining the elements within the domain of the Ottoman Empire, which was in the process of building its own modern state, is quite high. Therefore, it is possible to consider Mehmet Ali Efendi's draft as a significant archive document in terms of shedding light on similar projects. It is noteworthy that the draft document, which was understood to have been prepared with more political concerns, was associated with the Armenian issue in connection with the Berlin process.
