Notes Hz. Following the death of the Prophet, the Islamic community had to experience a life without him, and after a short period of hesitation, the Prophet Muhammad. He overcame the trauma and management crisis he experienced by choosing Abu Bakr as Caliph. However, Hz. Abu Bakr's period was spent suppressing movements that could shake the foundations of the state established by the Messenger of Allah, that is, those who remained Muslims but did not recognize the central authority by not giving alms, false prophets, and the rebel groups that came together around them. Therefore, this period, apart from ensuring the unity and solidarity of the state and society, also suppressed the rebellion of Hz. It is not much different from the period of the Prophet. Hz. The years of Omar's caliphate are quite remarkable in terms of the institutional formation of the state and the transition to a different understanding in its management style. Because Hz. Ömer, the embassy from the years of ignorance, Hz. Prophet and Hz. He had a certain knowledge in administering the state due to his duties as a consultant and judge from the reign of Abu Bakr, and he reflected this knowledge in his management approach during his caliphate. Therefore, in this study, Hz. Ömer's management approach will be discussed from administrative, financial and military perspectives, with practices specific to his period.
