According to the decision of the Council of Ministers, numbered 672, dated 17.09.1928, for the heating system to be built in the Law School building under construction, it was decided by the General Directorate of Foundations on 20.09.1928 to have it built by Koçzade Vehbi Bey and Contractor Monsieur Thamm for ten thousand Liras (10,000) through entrustment and negotiation. There is a five-page report attached to the decision. The decision was written in Ottoman Turkish, the reports were written in Latin alphabet. The reports were written by Koçzade Vehbi Bey on 25.05.1929 regarding the external walls of the Law School, the tratuories and the water channel passing under the tratuories.
