Notes This study aims to shed light on the financial allocations that the Ottoman Empire sent annually to the people of the city of Jerusalem, which is known as the Sultanic Surra or the Rumiyya, by relying on two important sources: the annual Sultanic Surra books, and the records of the Jerusalem Sharia Court. The value and importance of the Surra books lies in the fact that they contain hundreds of names of the Muslim residents of the city of Jerusalem who benefited from the Surra in their various categories and the jobs of some of them. Despite the importance of this source, it is still beyond the reach of researchers. As for the records of the Sharia court, they contain valuable information about the royal bundle. The legal arguments that dealt with the royal sura are divided into two parts: the first relates to the purchase and sale of shares, while the second section relates to the agencies that some of the beneficiaries gave to people to collect their dues from the custodian of the sultan during his presence in Damascus accompanied by the Levantine Hajj convoy. The study shows the sections included in the Surra notebooks, as their number reached five sections that included sixty-three groups. These groups bore different names, some of which were attributed to a specific religious function or attributed to one of the city’s shops, schools, corners, or associations in it.
