It is obvious to everyone that the cultural and economic value and strategic enjoyed by Iraq was the reason behind the interest in Turkish and ambitions and formerly known as the Ottoman Empire. Which dates back to the sixteenth century, a period in which Iraq came under Ottoman rule for four centuries. In addition to national, religious and ideological overlap between the two countries. Since those years have seen relations between the two countries improved and sometimes spasm at other times, and this goes back to the border problems imposed by the colonial past and which still exists, even though many of the conventions and treaties that had previously held between the two countries . The importance of the strategic, economic and political enjoyed by Turkey to make it an important regional player in the Middle East in general and Iraq in particular. The policy adopted by Turkey towards Iraq and marked by tidal had an impact on national security in Iraq, particularly with regard to the Kurdish and Turkmen two issues came up to the US occupation of Iraq after 2003, and released by the Turkish area to be a key player in influencing the security situation inside Iraq. Turks see the emergence of the so-called Islamic State an opportunity to achieve the objectives of the regional strategy in the region. "Erdogan" believes that the war (Daash) in Iraq as an opportunity to set the record straight on the other side of the border with Turkey, particularly with regard to the accession of Turkey to the Iraqi Turkmen and realize the dream of " Turgut Ozal". Through our study shows that there is duplication in Turkey's policy toward Iraq is no secret to political observers and analysts Turkey passive role in maintaining Iraq's national security, especially since the occupation and until the present time. Hopefully that will be the last promises Turkey help of the international coalition to eliminate the organization known as the Islamic state to be serious about improving the relationship between them and the Iraqi government
