This study attempts to provide a documented and sequential vision for establishing the principles of local government, with an earlier reading and shows us that the experience of municipal councils is a source for the municipality of Zarqa, which was established on 12/1/1928 AD, well-established since the Ottoman era, and that it was strengthened with the issuance of the municipalities law by the government of the Emirate of Transjordan (Emirate of the Arab East) in 1925 AD, and we were able, through the oldest record of the decisions of the Zarqa Municipal Council, to study the population, economic and administrative composition of Zarqa, and it comes This study is part of an integrated project we have, to study the role of municipal councils during the emirate’s era in establishing local government and confirming the role of councils in administration. This study seeks to present a documented, sustained depiction of the foundations of local governance principles through reading the oldest source of Zarqa Municipality, which was established on December 1, 1928. The study reveals that the municipal councils' experience had been well established since the Ottoman Era, and that it was reinforced when the Emirate of Trans-Jordan (The Arab-East Emirate) issued the Municipalities Law of 1925. Through carefully examining the oldest records of Zarqa Municipality Councils' resolutions, we have been able to study Zarqa's demographic, economic and administrative setup. The study is part and parcel of a comprehensive project to trace the role of municipal councils, since the Emirate era, in paving the way for local governance and in stressing the role of councils in governance.
