Notes The issue of international competition over the property of the Ottoman Empire was the main factor in the conclusion of this agreement. The Convention is rooted in the international struggle of the great powers to acquire the property of the sick man. This international competition took place in the middle of the eighteenth and early nineteenth centuries until the outbreak of World War I in 1914 This competition took many forms, whether economic concessions or military reform of the Ottoman military institution, including the form of international treaties and conferences whose aim was to secure the legitimacy of the acquisition of property with the collapse of the Ottoman Empire.
