During the modernization process, members of the ilmiye class in the districts continued their existence as kadi/naib, muderris and mufti. Although their powers and functions were narrowed with the new institutions and officials established and appointed after the Tanzimat Period, they continued to be effective in district administrations. Legal and religious cases were handled by kadis/naibs. They even presided over the daʿāvī assemblies/bidayet courts established since the 1860s. Muderris continued their education in madrasahs that continued their traditional existence. Muftis continued to exercise their ifta authority. In the study, which takes into account the fact that there is not enough research on the members of the ilmiye class at the district level, the muftis who served in the Uşak district between 1808 and 1908 are discussed in chronological continuity, focusing on their term of office, the reasons for their replacement and their local roles. Mufti Hacı Mustafa Asım Efendi (1850-1918), who served between 1885-1909, was discussed in detail, his education, function and dismissal were emphasized and his role other than the ifta duty was tried to be revealed. In the study, which is based on the information in the documents available in different archives, it is stated that during the reign of Mahmud II (1808-1839) the muftis were party to the issues related to the district administration, apart from their primary duties, that they were frequently dismissed due to various misdeeds, that they were rarely punished with exile, that the demands and complaints expressed in the memorandum organized and presented by the people were effective in their dismissal, that their terms of office were shorter than in the following years, and that two individuals were appointed as muftis six times each. It has been determined that during the Tanzimat Period, they served for longer periods than before, those who were found to be guilty were dismissed, and two long-term muftis served during the reign of Abdulhamid II (1876-1909).
