This research deals with one of the most important topics. The expression of opinion in Ottoman Egypt and its importance on many issues in life, especially in politics, the expression of opinion by public, private, and those who are close to the Government in the field of judiciary, the expression of opinion in vocational, industrial, agricultural fields, and other activities. The expression of opinion may be useful in reforming and helping in the administrative field, and choosing Security field, and social field in Ottoman Egypt. This research also deals with expressing opinions in the intellectual and cultural fields in Ottoman Egypt. It also comments on the existing disciplines while expressing an opinion so that it could be presented in the interest of providing assistance to any authority that needs the right opinion. Hence the importance of this research, that it is indispensable with the important and necessary opinion in case it is needed to solve many problems in our lives. يتناول البحث موضوعا من أهم الموضوعات و هو إبداء الرأي في مصر العثمانية و أهمية الرأي في كثير من القضايا في الحياة في مصر العثمانية خاصة في المجال السياسي و محاولة إبداء الرأي للقائمين علي أوضاع السياسة من باب التدخل لمحاولة الإصلاح خاصة لرجال الإدارة و معاونيهم، و كذلك إبداء الرأي من قبل العامة و الخاصة و المقربين من الإدارة الحاكمة في مجال القضاء، و كذلك إبداء الرأي في المجال الحرفي و الصناعي و الزراعي و الأنشطة المختلفة، و لعل إبداء الرأي يفيد في الإصلاح و تقديم المساعدة في المجال الإداري و مجال اختيار رجال الأمن و المجال الاجتماعي في مصر العثمانية. كما يتناول البحث أيضا إبداء الرأي في المجال الفكري و الثقافي في مصر العثمانية، كما يعلق البحث على الضوابط الموجودة في إبداء الرأي حتى يكون الرأي المطروح في صالح العمل و صالح تقديم المساعدة لأي جهة تحتاج الرأي الصائب و من هنا تأتي أهمية البحث خاصة لا يمكن الاستغناء عن الرأي المهم و الضروري في حالة الاحتياج إليه لحل مشاكل كثيرة في حياتنا.
