The middle of the nineteenth century marked a major turning point in the history of the Syria and Palestine, where the weakness of the Ottoman Empire and the colonial powers over the world began to struggle trying to control the Jews living in Palestine to protect them from the Ottoman Empire, and since then they aimed to use the Jewish issue in the Arab Orient to serve their own interests and the foreign consulates formed a fierce competition to protect the Jews and help them to emigrate and control the land . The first Jewish neighborhood was built in Jerusalem in 1859 under the care of the British Consulate exploiting land laws that was imposed on Palestine in the West Bank settlers tending to give the forigners the ownership rights of others and the domination of the private ownership for Arab owners of Syria and Lebanon in Palestine. And so the Jewish immigration to Palestine didn't come in vain but it has revealed the calls and ideas of the Zionist thinkers about planning to draw attention to the settlement in Palestine and the serious organization of the Zionism work through the installement of institutions responsible for immigration and collecting sufficient money to purchase the land. Their ideas served as the foundations on which the Zionist Organization which was founded in 1897 to start the settlement phase practically on the ground since 1901
