This study attempts to provide a documented and sequential vision for establishing the principles of local government, by reading the oldest source for the municipality of Zarqa, which was established on 12/1/1928 AD. It shows us that the experience of municipal councils has been well-established since the Ottoman era, and that it was strengthened with the issuance of the municipal law by the government of the Emirate of Transjordan (Emirate of the Arab East) in 1925 AD. We were able, through the oldest record of the decisions of the Zarqa Municipal Council, to study the demographic, economic and administrative composition of Zarqa, and the following: This study is part of an integrated project we have, to study the role of municipal councils during the emirate’s era in establishing local government and confirming the role of councils in administration.
