Notes
This study discusses Kuwaiti-French relations in the period between 1866 and 1900, a period that was full of many events and full of conflicts between various colonial powers, most notably Britain, the Ottoman Empire, and Russia, through its review of four French documents. It aims to provide information related to the political and social aspects of the Emirate of Kuwait during the study period. It also aims to present a viewpoint different from that adopted by documents from other parties (the British documents). The study also attempts to answer several questions, the first of which is: Did French-Kuwaiti relations have a role or influence in political decision-making in Kuwait? What role did the personal motives of the French consuls or official employees play in activating the means of communication between French diplomacy and Kuwait in that period? How did Kuwait and France succeed in building a friendly relationship despite British hegemony and the decline of French influence in the Gulf? Did the French documents that we are dealing with reflect glimpses or scenes of conflicts between the two sides: the French and the British, especially with regard to Kuwait specifically? Did the French documents reflect the features and nature of the societal role of the people of Kuwait, its nature, and its ability to define its interests at the political level at that time? The study relied on the (analytical) research method. It begins with a simplified presentation of the nature of Kuwaiti-French relations, then presents and analyzes the selected documents. Then, the results and implications that can be drawn from them are presented. The selection of documents was also taken into account (the research) which confirms the idea of independence in Kuwait’s relationship with both the British and the Ottoman Empire, in light of the French novel, while the second part was devoted to dealing with one of the documents after the signing of the Kuwaiti-British agreement. The study concluded with results, the most important of which are: that the history of Kuwaiti relations with external powers - in general - was linked to the history of conflicts and events that the region was witnessing, and that the Sheikh of Kuwait or his representative was in the position of the political and military leader, as presented in the documents, and that Kuwait was independent from the Ottoman authorities.
