Notes The Hejaz Railway Project is one of the most important projects implemented by the Ottoman Empire during the reign of Sultan Abdul Hamid II, who considered it a great achievement for him. Arabs and Muslims in all the Ottoman provinces, including the Iraqi provinces, contributed to it with their donations in its construction, as it has religious importance with a political, economic and military dimension. Therefore, it received attention in the discussions of the Ottoman Council of Envoys for the period 1908-1914 AD, in which the Iraqi representatives participated. With their suggestions and opinions. The research dealt with the Hejaz Railway Project, which the Ottoman Empire was interested in and considered one of the most important foreign concessions granted to its ally, Germany. Despite the differences in the views of Arab and Turkish writers on the concept of the concession and its motives, it received many discussions within the Ottoman Council of Envoys, which in turn showed the extent of the difference between the Arabs and the Ottomans regarding the railway project. The Ottoman Empire began to change its policy towards the European countries and tried to strengthen its relations with them through alliances and agreements known as privileges, whether economic, military, political or religious. Under these privileges, it granted them freedom of movement and trade within the Ottoman Empire, but this had a negative impact on it as it became a tool used by European countries to interfere in their internal affairs and control the Ottoman economy. Among the most prominent of these privileges is the Hejaz Railway concession that was granted during the reign of Sultan Abdul Hamid II. The Hejaz state was one of the most important states in the Ottoman Empire, as it was the beginning of the Islamic world and because of its religious importance, it had a special status for the Ottomans, both geographically and religiously. This situation continued for centuries until its separation from Ottoman rule after the Great Arab Revolt. Therefore, the Hejaz railway project received wide Islamic attention.
